Lu\u00eds Ot\u00e1vio Trovo Souza, explica tamb\u00e9m que a proposta parlamentar tamb\u00e9m invade a compet\u00eancia das prefeituras.<\/p>\n<p style=\"text-align: justify\">\u201cO projeto de lei envolve o plano diretor de zoneamento urbano e ocupa\u00e7\u00e3o de solo de cada ente municipal. Nesse sentido, houve clara ofensa de interfer\u00eancia na autonomia dos munic\u00edpios. Eles \u00e9 que t\u00eam a autoriza\u00e7\u00e3o constitucional de legislar sobre o seu espa\u00e7o.
